It varies between slaves. They need to lose their rebellious spirit and have full obedience (i think its full?) You can check obedience more accurately with mindread.
Also the Uncivilized trait must be lost if present, as it caps max obedience.
A good way to quickly process slaves is to fill your prison, then publicly punish each new slave in turn.
