Read her quest page.  There's at least one way to recruit her (that she likes) and there's probably ways to force recruit her as well.  If I remember right, after you first recruit her, you need to quickly advance her loyalty (like very quickly).  If you get it high enough by the time her sister arrives to ask for her release, Tisa will be reluctant to leave.  Give her your permission to go, then give her supplies/food.  In a few days, shell come back permanently.
