It seems whenever or not Chloe offers to join your household after the first vistit is random,

if i read the code corretcly (not quite sure) you are suppose to have a 66% chance for it to happen, otherwise you will just

spend time together, and can try again the next day.

However during my last playtrough it felt more like 66% for it not to happen. Might have just been unlucky.
