I can't seem to find what the mechanics of "Toxicity" are. What does a high toxicity do? What does a low toxicity do? How can the value be altered?

All I can seem to piece together is that if you use the mutation spell, it will result in high toxicity and then that slave will (forever?) randomly mutate from time to time. I can't seem to find any potions or anything that lower it  and can't tell if it lowers on its own or not.
